Celia Ulloa is a Regional Coordinator for Partners Resource Network TEAM Project, located in Houston, Texas. Partners Resource Network is a non-profit Parent Training Information Center, funded with a grant from the US Department of Education, Office of Special Education Programs. Partners' mission is to empower individuals with disabilities and their families to be effective advocates and decision makers, and to promote equal partnerships between parents and or individuals with disabilities and professionals. Celia has moved from Mexico to the United States on 2001, and as a parent of a child with a learning disability, Celia learned the importance of understanding the special education process in order to advocate for her child's rights and services, ensuring a free appropriate public education.
